How to replace IPHost Network Monitor?

At the last job there was a license for the program ( IPHost Network Monitor ).
Convenient for me, especially SMS notification, with any monitors for an event.
At the moment, the employer is not ready to pay $ 200 for a license.
So I want to ask what can replace this product?
