How to replace crooked characters with analogues?

There is a table in excel in which some cells contain characters either German, or the devil knows. Example: Lößnitzer Straße I
import this table from mysql (via the navicat program UFT-8 encoding without BOM general-si), I get the following 530 Fuglafjshrrur.
How to solve this issue. Is there a character replacement function in Excel to replace ö with o, ß with b, etc.?

There are no crooked characters here, it's a crooked excel.
Export to CSV (only not in a crooked excel, he will do everything crookedly here, but in LibreOffice). Then the result is loaded into the database.
