"dot" is not a dot but a "decimal separator" and what will be entered is set exactly by the locale aka regional settings.
There is a certain amount of software that ignores regional settings and applies its own, and here it is already necessary to deal with the software.

We put a "point" in the notepad, change in the add. settings "comma" to a point, put a numpad point in the notepad.

PS On one of the computers there is a dozen extreme versions, but there is no keyboard with numpad :)
But this feature has always worked, even with XP and has not been dressed up.
