How to repair a broken encoding?

Good morning!

There is one page from the old site, which "broke" the encoding. I went through many ways that can restore the encoding, but it does not work. The last one tried to use this library. Please advise how else can I recover?

There is nothing to restore here. The file is UTF16 LE encoded , and � are real U+FFFD wildcards. The original information is lost and, with all the desire, there is nowhere to restore it.
