I must say right away that hardware encoders - quicksync, nvenc, vce have a lower image quality than a software x264/avc//mvc/cuda/opencl encoder in vegas at the same bitrate, therefore it is advisable to set the minimum bitrate for video with a resolution of 1920x1080 and a frame rate of 30 not lower than 8 Mbps, the quality will be slightly higher than on youtube.
For an approximate calculation of image quality, use this formula:
(1000 * bitrate in kbps) / (video resolution X * video resolution Y * video frame rate) = quality.
above 0.1 - quality like a studio film (if the original video was of good quality - shot with a high bitrate of 30 - 60 Mbps)
excellent quality 0.1 - impractical on full hd, get a 60 minute video size of 22 GB, like bd remux has good quality.
