How to render text on top of all applications (including games)?
The most striking example of what should happen is a function in the Fraps program (grabbing video from games), which displays the FPS of the game in some corner of the screen. This is the question, how to display your text on top of the game? it would be great if you can do it with the help of a sharp and not pluses.

Not universally. For games (and indeed for all exclusive screen captures), you need to make an overlay, here, depending on the version of the 3D API, the situation may change. Look for "DirectX overlay", "OpenGL overlay", etc. Here is one of the examples www.gamedev.net/topic/359794-c-direct3d-hooking-sample , you will have to do your own for each version of DX.
