Yesterday I found my photo on a site with porn content. I wrote to the administrator, the site is in Russian. Everyone there is Russian. He replied that he would not delete the site, the site is outside the jurisdiction of Russia, what to do?

First, forgive my dullness, but what is an "abuse site"?
