I have a problem, I have a Redmi Note 8 6/64 phone, but I only have 3 GB of RAM available. How can I remove this restriction if I do not have root rights?

Judging by your screenshot, there are no restrictions.
Memory is consumed by all sorts of background processes - Android will stop them when you need more RAM
