How to remove the program folder from the start panel and the shortcut to uninstall from programs?

in the seven you could just start RMB-> delete, in 10k if you click on delete from the start, it asks you to delete the program, how to delete only the folder?
and how to hide uninstallation from: Control Panel -> Programs and Features?

Using the regedit command , you can enter it in the dialog that appears by pressing Win + R
In the HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall branch, you can find the entire list of programs and remove unnecessary ones.
And folders from the start menu can be deleted by running the shell: start menu command through the same dialog from Win + R
