How to remove the error when there are question marks instead of Russian text in Woocommerce emails?

I have Woocommerce on Wordpress latest version. And I ran into such a problem that for some reason all Russian characters in emails are displayed as question marks. It seems that the file encoding is correct: UTF8, but question marks are still displayed. Who faced such a problem, tell me how it can be solved?

Solved the problem by including the mbstring module in PHP. You can either do it yourself in the hosting admin panel (if it is supported) or contact the hosting company. WooCommerce also recommends installing at least PHP version 5.6 . All these requirements, which are best met for full performance, can be found if you go to your WooCommerce site admin -> System Status
