How to remove the Docky settings icon on Arch Linux?
I do not want to put a bunch of dependencies for gconftool, maybe there is another way?

where is this icon? on pure arch there is no window manager at all, which means you install some kind of distribution kit or "all inclusive" from the gnome, ked and others like them.
I put pure arch, clean slim + openbox + tint2 on it. Accordingly, I have no docks and any other left distributions.
For starters, tell us what exactly you put on arch (or which arch) or HOW you put it, maybe you set some group in which this dock is, and we will dance from this
