How to remove monitor flicker?

Monitor: Samsung U28R55 .
Flashing text in system apps on new monitor. Everything is fine on the second monitor. The task manager also blinks. The monitor itself normally shows, it blinks specifically the text in applications. Blinks only when moving the mouse.

Flickers because the frequency is below 70 Hz. It is necessary to set the frequency in the settings to at least 85 Hz
