How to remove JavaScript and CSS code from the top of the page?

Google suggests that I optimize the site, or rather, compress the images, and what is important now, delete the main css file that is in the head. I have this css compressed into one line, and inside it is connected via @ import another css. Question? How can I remove it? it seems only in the head you can include css files.

Include the CSS and JS file in the footer.
