Just dealt with something like this yesterday. As it turned out, the matter was in the "left" program, which the user put "for the company" (that is, she simply did not uncheck the box in the right place during installation). I called it something like webgadget (or webwebgadget). Deleted by standard means of Windows.
Look at the list of programs, maybe you have something messed up.

The following actions helped me:
1. Removing programs (fortunately, after installing the program, I decided to dig deeper on the Internet and noticed that the start page was not the same) that were additionally installed with the program that I needed (not the fact that after that the desired program would work)) ) );

Since I have win7, I had to clean shortcuts that are stored not only on the desktop, but also in default and user folders ( " c:\Users\Default\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\ " ; " c :\Users\Public\Desktop\ "; " c:\Users\ USER_NAME\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\ ");
3. In the registry, look for browser entries and see which page they start from, it was not always possible to find it by internal search in the registry (I came across an entry for Chrome and Safari so that when starting

That's how I coped with this problem without downloading additional programs.
