How to remove hangup on the server?

Guys tell me how to restart the server, rebbot init0 init3 shutdown -r now
does not help, ssh hangs on reboot in general! you go into etc again everything hangs! no direct access(((

Forced reboot
echo 1 > /proc/sys/kernel/sysrq
echo b > /proc/sysrq-trigger
Forced shutdown
echo 1 > /proc/sys/kernel/sysrq
echo o > /proc/sysrq-trigger
