How to remove confirmation when pairing a phone with a PC via bluetooth?

In general, the essence is this: there is a room where people with phones sit and periodically take photos on them, which they then want to send to the general storage. The storage is a laptop, which is also located in this room (currently with Windows 7, but this can be neglected).
Problem:
It was decided that they would send via bluetooth. But when a connection is established with a laptop, a confirmation pops up on the laptop, and since there is no one nearby, there is no one to confirm. At the same time, we do not know in advance which phones we will need to connect to, so it will not be possible to approve them all at once.
Question: actually how to allow to receive files on a laptop without confirmation? Or, if there are other solutions, I would like to hear them. Just keep in mind that forcing the user to install the left application is not an option.
