After the transfer from Ukrainian hosting, the site responds for a long time.
Hosting support says about a request to a third-party service, most likely to an old hosting.

As part of the script processing, I see a request to connect to a third-party server, which hangs for several minutes:
connect(9, {sa_family=AF_INET, sin_port=htons(3306), sin_addr=inet_addr("185.104.44.134")}, 16) = -1 EINPROGRESS (The operation is being performed at the moment)
based on the port, the connection goes to the database.

The transition to another hosting was forced, because ..everyone who comes in by ip from Russia came out about the war in the place of the site.
The host was Ukraine.

I can not solve this problem for a month, please tell me what could be the problem.
If there is a script, I can't find it. There was a webmaster for a long time ..maybe he did it somewhere
