How to remotely connect to a database on Windows server 2012?

There is a server online - Windows server 2012. Ip on the internet is the same as that of the machine. I'm trying to connect to the MongoDB database on the server from my home machine, but nothing. Apparently the problem is not in the database, but in Windows.

installed to check telnet on both computers, it does not connect from the home machine by ip and port. The port is open in windows firewall. The same telnet command on the server works in all variations on its own machine.

What's wrong again?!)
At home there is another computer for Windows 10, where the base with the same settings is easily connected via LAN
