How to reinstall Debian from scratch on a vps that you only have ssh access to?

I have access to the server via ssh and I need to reinstall the entire operating system there. I don't have access to any panels - only ftp and ssh. Is it possible in this case to reinstall the system completely - so that it removes all existing packages and installs a clean operating system with new ssh access?
If you take a regular vps, then there is such an opportunity - you can mount a separate iso image of the new operating system and start the installation through the web interface. But if there is no such access, then how can this be solved?

Delete old VPS, create new VPS.
On DO it takes about 5 minutes with a smoke break to wait for the system to deploy.
