If the user has "author" rights, then he can enter the admin. panel, but at the same time he sees only what he is allowed to see.
You can also use the user roles editor plugin to limit it.
Better yet, install the wp recall plugin (personal account). It just has the ability to edit and publish articles from the front-end without entering the admin panel
