How to register iAd correctly?

Good day.
Added iAd to the application, it works both id and fr.
But it's not possible to register iAd in iTunes connect, so that there would be a real ad instead of a test page.
In the "Contracts, Tax, and Banking" section, I filled out everything according to the instructions, but still in the application there is only an advertising test.
Who knows - tell me how to register iAd correctly or throw off a link to a detailed description of the process.
I couldn't google the instructions myself.

Silly question, but let's start simple. Nothing is said about connecting iAd on the page of the application itself (in the same iTunes Connect). It's done?
