How to register free software?

Gentlemen.

Does anyone know how to register Free Software officially with the Free Software Foundation? Maybe someone already faced this issue?

There is an open source software (CMS) distributed under the GPL v3 license. The Free Software Foundation has a Free Software catalog . I climbed on their site, but did not understand how you can apply for placement in the catalog.

If anyone has experience please help in any way you can. Or at least indicate the direction where to dig. I have my own shovel.

There are many funds, and some projects are created by their own funds. Often it all starts with correspondence with the foundation, they ask to send information about themselves and their project, as far as I understand. Often they expect that the project already has a large community.

The purpose of the funds is to collect and redistribute donations as well as legal protection of projects if someone has violated the license.
