When I press the "Shutdown" button, a window pops up with a timer for 60s.

How and where can it be reduced?
OpenSuse Tumbleweed GNOME 3.

Most likely, changing the DefaultTimeoutStopSec parameter in /etc/systemd/system.conf will help
