First, clarify what is meant by size: size in pixels or size in kilobytes. If we are talking about the size in pixels, then Photoshop does a great job with this. If we are talking about the size in kilobytes, then open it in the same Photoshop and try different settings when saving for the Web (Save for Web, without metadata, image quality).
There are also automatic services like https://tinypng.com/ They compress cool, but the picture itself may not please.
PS I don't understand, do you want to twist this image to 36x1000? What for?

On the results page, click "All Sizes"
