How to redirect traffic on the router?

Probably this question has already been asked a bunch of times, but I haven’t found an answer anywhere yet (
I’ll say right away that I’m not special in linux settings.
There is a router with OpenWRT.
It has wlan, wan and lan ports.
WAN looks to the Internet and everyone who connects by default also have access to the Internet. When connecting to via wifi, you need to redirect all users to the welcome page that runs on the same
router (on uhttpd, let's say 192.168.1.1/welcome.html), without any redirects
. .1.123, it will be static for the client) leave access as it is
Thanks in advance for your reply.

Or this is done in the routes menu - it is set there what goes where (but for this, most likely, you will need to mark the traffic and register on which interface it should work.
Or this is done by the HotSpot function
