How to redirect any TCP connection to a proxy?

Actually how to do it? Whatever program tried to send something would be redirected to the proxy server. And in general, is it possible to do this? I will be glad for any information. I tried googling and didn't find anything suitable.

any program - another port
is impossible
although it is possible with socks proxy
