How to recover windows offline files?

Tell me how to get access to "offline files" (they are also offline files) in Windows 7?
There was a domain joined PC with a policy to "take offline" my documents and desktop.
The hard drive started having problems.
The copy on the server turned out to be from 1913.
Unable to boot from a sick disk.
Is it possible to extract files from disk?
Where to look? What to read?
