How to recover data from a portable hard drive?

When downloading windows 10 to a portable hard drive, all files were deleted from the portable hard drive, and it itself decreased in the amount of valid data. HELP!!! WHAT TO DO???
How to return its volume and files back and is it possible?

If HELP, then Dance Macabre is absolutely right - turn it off, turn it off and turn to a specialist. Each attempt to do something with unwashed hands reduces the chances even for a specialist (well, or you can say so - it increases the qualification requirements thereof)

There is almost no information, but I also tend to assume that the best option for you would be to stop any independent actions with the disk (including attempts to turn it on) and contact a company that only deals with data recovery and nothing more.
In general, so far the situation seems to be solved with "little bloodshed". However, depending on what happened to the drive, user interactions with the drive can exacerbate the problem to the point of being completely unrecoverable.
In a normal / honest data recovery company, diagnostics will be free and without obligation. The price also, most likely, should be adequate, if not to make the disc worse.
Also, if I were you, I would focus primarily on restoring your files. The disks are not unique and, rather, "one day", but the information on them is far from always.
