If you have an .exe, then you are on Windows.
Under Windows there is always Internet Explorer. Use it to download the Google Chrome browser and then install this browser.
Copy the Chrome user profile before reinstalling.
After installation copy the user profile back.
PS:
I deeply doubt about deleting temporary files.
It's almost like a normal browser update.
The normal update does not delete anything.
