How to record data from payments?

I made Qiwi auto payment for VK bot. But here's my task, when the bot checked the payment so that it writes txnId to a separate file, and when the user re-checks, he compares the numbers of his txnId and those already recorded, and if they are not equal, write to json. How to implement?
