How to recognize text in a photo?

What are the ready-made free libraries for text recognition on any photo, where the text can be rotated or displayed in perspective projection (when the camera is not at right angles to the sign with the text)? From everything I've googled, Asprice OCR seems to work, but will it handle a photo like the one above?
