How to recognize text from the screen in real time?

We all know mobile google translate: you can take a picture of the text and the translator will recognize it and translate it. I don't need the translation part, but is there something similar for PC or as an Internet service? Inserted an image - got the text from it. (Need Japanese and Chinese support)
