How to receive SMS?

Hello.
There was a task in one project to implement receiving SMS and processing them in php ...
I can not understand how to implement this?
There were thoughts and the use of services (but I did not find anything suitable), and the use of a usb modem and a small server ... in general, I did not come to an adequate solution to the problem.
Please tell me how it is easier and more correct to implement?

Look at the websites of OPPS (there are chips for short sms and mailings) or use intermediaries ala smstraffic.ru , as an option, a program for an Android phone (devices are cheap) and a modem \ server is not required.
