How to receive only commands?

Good afternoon. If I understand correctly, setprivacy is responsible for the bot receiving all messages / only commands in the group.
Added a bot to the group, setprivacy - enabled. The getUpdate method shows absolutely everything that is written in the group.
Is this a bot bug, a special behavior of the method, and you need to switch to web hooks, or did I not understand how privacy works for bots at all?
