Is it possible to somehow force a Telegram bot to receive a message from another bot? That is, the scheme is as follows: one bot receives messages from the server and sends it to the TG group, after which the second bot receives it and sends it to another server.

I don’t know if the bot sees a message in the group from another bot, but the scheme with the Telethon library will work 100% - you don’t even need your own bot there - the library emulates the telegram client and you can read any available chats, receive messages from any bots as in private , as well as in groups.
ps It's better to run Telethon on accounts that you don't mind losing.
