How to re-index a site in Google?

I have read a lot about how Google prefers to use CNC links on the site, and therefore changed the principle of generating links. But I'm afraid to change them now - because as far as I know, Google can ban if there is no content on the old links (and for some reason there won't be any now - there is either one type of links or another).
How to re-index a site after changing URL types?
An additional problem is when I try to share links with ugly urls (like "index.php?page=item&id=33140") on social networks, for some reason they cut off the end ("&id=33140"), and therefore they get an error.

It's a delusion. No bans are provided if the pages start to give a 404 code. On the contrary, this is correct. But naturally, there will be no visitors either, since requests for such pages of visitors will not lead to the goal, and the pages will gradually disappear from the search.
It's easier, as mentioned above, to set up a 301 redirect to avoid unnecessary complications.

Set a page redirect 301. When changing addressing, this is a mandatory procedure.
The problem with social networks will be solved, as I understand it, with the transition to CNC. So everything is good.
There is a young site and there are no positions, you can not put redirects, everything is re-indexed. If the result is certain, then redirect BLOOD FROM THE NOSE!

1. Redirect 301 in .htaccess or by means of the engine from old pages to new ones.
2. Create and upload sitemap.xml.
With Google, after competent manipulations, there are no problems, unlike Yandex.
