How to raise the pdf collaboration service?

I want to raise a collaboration service on a pdf document, i.e. its co-editing.
Are there any?
Tried onlyoffice comunity, it won't let me edit pdf.

The PDF format is not meant to be edited.
Write in Google Docs and export to PDF when completed.
