How to raise the contact storage service on your host?

Greetings!
There are Google contacts. They sync perfectly with your Android smartphone. It does not suit that the photos of contacts after resetting the system deteriorate even on 4.4.2.
Is it possible to raise a similar service "for yourself" on your server with little bloodshed?
Needed :
-Storing contacts with fields similar to GC (+/)
-Storing photos in a specified quality / size (!)
-Synchronization with Android contacts (!)
Samsung / Xiaomi have their own services that allow you to do this, but just like that don't get attached to them.

Still, I want to store it on my server. Is there anything else besides ownCloud?
