How to raise RTSP converter on nic.ru hosting?

There was a task to raise online broadcasting from a camera with a dedicated IP on the site. When accessing the camera directly, using the generation of static images, the camera crashes forever. Therefore, there was an option to raise a stream converter from RTSP to the same JPEG (with snapshots when requested every couple of seconds) or MPEG, ideally, and then display the converted stream on the site.
Who had such an experience and what options were there for a solution, since there was no big experiment on outputting streaming video to a site with pre-configured video. How to write or build this "converter"?

I answered a similar question here . Install one of the media servers on your server, for example, our Nimble Streamer, and you will be able to distribute video to any type of client.
