How to raise a proxy on a VPS with Windows Server 2012?

I bought a VPS with a few extras. IP that added to

Made 3proxy.txt (installed 3proxy.exe --instal 3proxy.txt)

And created a rule in the firewall on the appropriate port.

When connecting from a home PC via firefox:

but the IP does not change

What could be the matter?
Or through something else to lift?
