How to raise a local copy of Librusek or Flibusta?

Once upon a time I met instructions on how to raise your own mirror for the popular Flibust and Librusek libraries, I can’t find this article in any way. I want to download the entire library to the hard drive and locally, purely for myself, raise the site.

There is a web interface and telegram bot
