How to quickly run multiple vlc windows in windows using python and libvlc?

The task is to launch 20 windows of the vlc player (multicast udp://... as sources) in windows 7 using libvlc and python
It turned out that in all this sandwich there is a very strong binding to the versions and bitness of libraries, python and windows.
Give an example of a working version, or at least versions with which everything should work, as described in https://wiki.videolan.org/Python_bindings
Or maybe not vlc at all? Python is more important in this task.

Is there any vlc.exe in there? Maybe either is not needed, in the end?
