How to quickly make a live database a test one?

There are ladies of a live database (postgres) and a development team, the dump itself is not very large and it may not make sense to give part, but there are a lot of tables and a bunch of links. The danger is still in personal data, but I think if you mix your full name, document numbers and phone numbers between all records, then it's okay? the second option is to go through the faker and rewrite the full name, document numbers and phone numbers.
