How to quickly and effectively upgrade skills in layout?

This question, oddly enough, is different from the mass of similar ones that are asked here. This is usually asked by newbies who are just looking at the web. I already work closely with the web stack.
Bottom line: Lots of work, little time. I know the layout insofar as. I use bootstrap, sometimes I add the required styles, but I don’t have confidence and a complete understanding of what happens in this case. At any moment, something can unexpectedly crawl away, stretch, warp, etc., and then dances with a tambourine begin. There is no layout designer in the team. It takes time to deal with such troubles from the layout (and it is greatly lacking even without it). Accordingly, a question arose. Is there a way to improve layout skills as quickly as possible and at the same time in sufficient depth. There are no paid-free priorities. The main thing: the result and time. Again, it is necessary to teach not from scratch, many things are known or at least will not be heard for the first time in life.
ZY It is clear that you can buy a book, sign up for remote courses, find and typeset different layouts by asking questions on the forums. IMHO, this is not the most efficient way. If you have any more ideas, please share. It is desirable without abstract reflections.

You know, we have a similar situation in the team. We are 3 programmers, we mainly write back, and the requirements for the face are usually minimal, so bootstrap is everywhere. Of the three of us, only I have experience working as a layout designer in a web studio, the rest are like you: they also work for several years, they edit something, google it, but as something a little more complicated, they ask me.
Courses, books, mentors, etc. are, of course, good.
But the most real benefit is to make 3-5-10 pixel perfect layouts from psd. And without any bootstraps. After the nth layout, comprehend the zen and understand everything. And the more varied the layouts, the more adaptability and tricky elements in them, the better. For incomprehensible moments, ask on the toaster. And so, judging by the experience of colleagues, you can have "some ideas about css" and google it indefinitely.
