How to put Windows 10 and Linux to work from 1 flash drive?

Hello everyone, please tell me if there is a way to install both Windows 10 and Linux (whonix, tail, kodachi) on one USB flash drive to start systems immediately from a USB flash drive without installing it on a PC, I’m looking for information for the second day and I can’t find it. It turns out to install Linux, and the Windows image does not load when selected, but offers to install the OS. And will the free space on the flash drive be available for use after installing the OS, or does this also need to be done separately? Apologies in advance if these are stupid questions, I really can't find answers to them.

What doesn't work? A flash drive can be thought of as a hard drive. Accordingly, the same markup will do.
Instruction? Well, for example: You install Windows 10 first on a flash drive. You do the initial setup, etc.
Then you install Linux, when installing grub, it will erase the boot entry of Windows, and it will compile a list-selection of installed OSes.

  1. upload Windows to a flash drive using WinToUSB or WinToHDD (one of them)
  2. boot from the flash drive and install Win
  3. resize the volume using Win Disk Management
  4. install Linux on the same flash drive using standard means

You must have 2 flash drives. One as a disk, the second as a bootable Linux
For step 1. you need an ISO file
