The current CKEditor 5 does not allow adding attributes for links. The developers explain this by changing the editor model, but admit the possibility of developing this feature in the future. As a solution, it is proposed to add the target attribute to all links in the editor view, overriding the default behavior of links, which is also not good; in this case, all links will open in a new window. You can read a discussion of this issue here https://github.com/ckeditor/ckeditor5-link/issues/186 and vote for adding a new feature.
