How to put ID key from tag into nfc smart phone?

If an access control system is installed in the premises, nfc tags are passes, how can such a pass be "transferred" to a smartphone that has an nfc module? And how does this happen in detail?

It is impossible to clone a pass completely to a smartphone.
Although the NFC module of a smartphone can emulate the operation of a card, it cannot reproduce the unique identifier of the tag during emulation (by design).
