How to put a vue project on GitHub?

I just started learning Vue.js and this is my first Framework, so I don't really understand the issue of posting projects on github that were made on Vue CLI, does it need to be compiled? Collect ? After all, it works on the local server 8080, and to open it just like that, for example, through index.html - it doesn’t work like that! I hope for your help!
