How to push from local user?

Guys, user.name and user.email are set globally, but under the second account on the github, I also set user.name and user.email locally. However, when pushing, git writes the following
remote: Permission to NikolaiSemenov/boutiqueman-html.git denied to SemenovN.
fatal: unable to access ' https://github.com/NikolaiSemenov/boutiqueman-html.git/ ': The requested URL returned error: 403
as I understand it, he still wants to push from the global user...although the docs say that local is prioritized.
How to resolve this issue? Has anyone had such a case? googling didn't work

I think that if 2 users are different, then you need to use Collaborators to add a second user, and maybe your problem will be solved!
