How to pull the layout on MODX?

Hello. I say right away that this is the first time I have encountered a stretch of layout, but there are general understandings. All I want to know is:
1. Should all elements be made dynamic, or can blocks like No. 1 and No. 2 be left static?
2. What can be used to implement block No. 3? Thanks to all.

@zooks

You create Head, Header and Footer chunks, transfer the corresponding fragments there when.
The main thing is that the tags in each individual chunk are closed.
#1 is the of the main page.
No. 3 - news feed, the code is written in the main template.
#2 can be implemented via pdoResources in pdoTools and TV-parameters.

Are you familiar with MODX? Do you know what templates, chunks are?
The third block can be put directly into a template with 3 chunks, or it can be put into a separate chunk, or you can do without chunks at all...
Look at the example .

I would do this:
1) Statics (main page content)
2) Slider using Migx (tv for the main page)
3) A block with tabs, each of which has a pdoResources call with filtering by TV, and for the news itself I added TV with choosing which taboo the news belongs to (City, regional, federal)
